I yoinked this from ~himeandi.  My point of view on this is simple.  Regardless to what these people might think if you print someone else's work and trace it so you might call it your own... is stealing.  It is the same as plagerism.  Only without the words.  The people that run DA might not realize that, thinking that someone tracing another's work is a 'learning experience' when, as stated below, it is not.  DA might not realize that it is infact copyright infringement, but it is.  Put me on the spot and I'll take full advantage of the law, despite what DA TOS might say.
